The article especially focuses on the consideration of the supreme authority required for the declaration of war and on the links between a type of civil war and tyranny. It concludes by drawing attention to the theological‑moral character of the De bello, the definition of sovereignty presented by Suárez, the implicit invocation of an international order that would enable a supranational court superior and common to sovereign princes, and the possibility of a legitimate insurrection of the entire republic against the prince who has become a tyrant.
