Most of these conflicts are non-international armed conflicts, in which the state armed forces fight against non-state armed groups who are responsible for a range of extreme violent acts against civilians, such as deliberately targeting civilians and civilian property, the denial or blockage of humanitarian aid, and terrible atrocities. On the other hand, the legal framework regulating internal armed conflict is much weaker than the International Humanitarian Law applicable in international armed conflict. Nevertheless, all civilians in areas of armed conflict, whether international or internal, deserve the same level of protection.
