Ordinality as a Positive Aspect of a New System of Regional Financing in Spain.
Resumen: The principle of ordinality is understood as a modulation of interregional solidarity in a decentralised system of financing, in order to guarantee that regions which contribute most are ultimately left with resources that are not below the national average. Strictly speaking, this means that the ranking of regions by per capita fiscal revenues is maintained after the application of solidarity mechanisms which reduce disparities between regions. All countries with a federal structure which apply interregional solidarity or levelling mechanisms (Germany, Canada, etc) seek to resolve this problem
